Discount on the vat???

I have created a simple 10% off from all the products.
I am using a VAT on the site
when i am inserting the coupon it is taking the 10% off from the VAT and not from the amount!
What shouyld i do to fix this?

Im sorry are you saying you created a 10% off coupon and when using in the front end it only took 10% off the vat? Can you give me example numbers of your subtotal, tax, discount, total, etc?
