I assume you are referring to AwoCoupon Email.

These emails are sent out regardless of payment option as the plugin looks directly in the virtuemart order database for the totals and if all the criteria pass the email is sent. Take a look at the orders through paypal. Does the order status match what you setup in AwoCoupon email? And is the total equal to or greater than what is setup?
