coupon on price without discount

I looked arroun but cant find a solution....
Is it possible to make a coupon with a discount on the price without discount/price on special? So a discount on the orginal price?

I want to give a shoppergroup a coupon with a discount on the orginal price of all the products. But there are some products "on special"
The coupon schould give a discount also on the products on special but not a extra discount on the special price, just a discount on the orginal price.
