FREE shipping setting for orders over 25 000 yens

I cannot set a free shipping coupon code valid for orders over 25 000.

Hello, are you entering 25,000 yen with a comma or a space after 25? If so enter it without either, like this: 25000 and that should be accepted.

no I don't put any coma or space after 25000.
I read the documentation
do I have to select all the shipping fee I got to offer them for an amount over 25 000 yens?

100 (is it for percentage? so 100% percentage shipping coupon?)

after that I seleted all my users group

and then I selected and added the shipping fees.
