Is it possible to setup rules that will allow someone to refer a user and if that user places an order over $50, both the referring user and new user receive a gift card?

Yes. Here is an example that does it for registration: https://awodev.com/documentation/aworewards/examples/referral-rule
For the rule type, instead of selecting registration, select order, and set the minimum amount to 50, and fill out the rest.
