Free shipping minimum amount

Hi,

I would like to know how to create a free shipping coupon that the minimum purchase amount will include discount from other coupons.

e.g. minimum amount to entitle free shipping is US$80

Case 1: shopping cart total is US$84, no other coupon, then free shipping

Case 2: shopping cart total is US$84, coupon 1 less US$10, then total purchase amount is US$74, then no free shipping.
