Discount coupon entered before customer balance

I like you your Loyalty Program idea, it working well now, I am facing another challenge with it, customer now can accumulate point thru buying product and also gift certificate, the Balance they can use to pay their future spend, if customer have discount coupon in hand, how to make deduct a discount first before charge with gift cert Balance. for current I tried both discount coupon and pay with "balance" active, it will zero the full payment (with enough Balance) no discount was given, I tried configure choose activate "multi coupon" and "render gift certificate last" doesn't help.

This is what i want to see "All codes entered should supercede any customer balance and get discounted first before the customer balance."

Example  Spend MR1000; 10% Discount Code (not auto discount); Pay with (Gift Cert) Balance
Expected Result : Discount RM100. Pay with Balance RM900; (and gain Loyalty Points and Gift Voucher based on Spend)

# Reorder Gift Certificate Last is "active"

Actual Result :

A) auto pay balance activated I add discount code,  2 active  promo code  in cart
Result : Spend RM1000; Balance Deduct RM1000 (no discount; no loyalty point; no voucher)

B) So i removed "pay with balance" code first; leave only Discount Code. It show RM100 deduction; than I click to "pay with balance" it turn back Result A : Balance Deduct RM1000 (no discount; no loyalty point; no voucher)

I also notice if I "pay with balance"(gift cert) , it will not
a) gain loyalty point 
b) generate discount coupon  (which suppose based on amount spend
