problem costs shipping after adding coupon

I have a problem with the virtuemart cart when I apply for a coupon,

practically I put the shipping costs free when you reach € 65 including VAT, if for example in the cart I arrived at € 67 and I apply a coupon, arriving for example at € 62, I do not calculate shipping costs because it considers the 67 and not the 62.
