Productrestriction shows not all categories

When editing a coupon, not all (ony 2) categories are shown in the Product restriction section.

There should be much more than 2. The category I want to limit the coupon to is not shown, and does not show up when using the search box.

How can I fix this?

Is it an unpublished category?  In awocoupon > configuration > advanced tab, you can enable display of unpublished categories.

The missing categories are all published
