What is supposed to happen when coupon value exceeds order total (VirtueMart 2.0.26d)?

I created an overall discount coupon with a value of $100. When I use that coupon on an order where the total is less than $100, the coupon total shows as the value of the products in the cart. Shouldn't an overall coupon also get applied to the shipping cost?

Function type of 'coupon' does not affect shipping, only 'gift certificate' function type.
