Trying to get Free Shipping

I am trying to apply free shipping to a product. I am using the "vmshipping" plugin as my shipment (http://virtuemartshipping.com/). The total shipment price is $8, but the coupon code is taking off $11. Can someone help?

Could it be the $8 is the cost before tax? And the coupon code discount is showing with tax?

Here's how it's coming up:

Tax: 5.36
Total: 80.00

Shipping Tax: 0.54
Total Tax: 8.54

Coupon Code that's set to be 100% off shipping: -14.40

Total: 79.50

So it's ends up being cheaper than the price of the original product. I'm just not sure how it's coming up with -14.40.
