Remove coupon for shoppers.

Is there a way to enable the removal of a coupon for the shoppers.

It works when a super user logs in but I need this to work for registered users too.

Not sure I understand this question. Do you mean after entering a coupon code in the cart, the customer should be able to delete it? If so, using Virtuemart, this function is built in already.
