Open Coupon

Hi All

How do I create a coupon that is open - In other words if you register today you can use it? What I am finding is that everytime a user registers i have to go and add them to the user list or it wont work? Please advise as this is causing huge problems with a promotion I am currently doing.

if you select NO users from the customer list, then it assumes all users can use the coupon, even future registrations.
