Discount Triggers Shipping Problem

I have a coupon for 10% of the first order. We also offer free shipping on orders greater than $99.00.

On an order that totals $103.00, the coupon triggers a shipping charge of $18.00, that would have been free without it. How can we get keep the free shipping, but allow the discount?

It should still trigger the free shipping, even with the coupon as the free shipping code works on the order sub total.

For the free shipping promotions, you are using the built in function by Virtuemart right? In admin->store->free shipping min amount?
